Skarten would like to expand Right to the North east of calinth, where there are 2 provinces free. the Casus belli for it is Reconquer and unite Scandinavia, the Nordic peninsula

If your goal is to unite the Nordic people and you are considering the region above Calinth as Nordic, wouldn't Calinth itself count as Nordic? Then to actually make your goal achievable wouldn't you have to invade the Republic of Calinth?

Well since your plan is to unite the Nordic people, a plan that fails to do so isn't a very solid plan. Besides the land that you are claiming is in the original plan for the Republic of Calinth.
